Objectives In order to reform the model for training talents of aquaculture in higher vocational education and improve the quality of talent cultivation based on the "green, intelligent, and modern" development of modern aquaculture industry and the adaptation to the development of vocational education. Methods The demands for training talents of aquaculture in higher vocational and the problems were analyzed. A platform and mechanism for collaborative education and technical services among government agencies, industry stakeholders, educational institutions, and research organizations was constructed based on the synergy theory and taking the aquaculture major of Weihai Vocational College of Ocean as an example. The model for training talents were innovated. A practical path for collaborative training among government agencies, industry stakeholders, educational institutions, and research organizations was proposed. Results Through the practice of innovation, students won awards in skills competitions and significantly improved their career sustainability, regional economic growth through their professional services, and professional influence. Conclusions Training talents of aquaculture in higher vocational education by deepening the integration of industry and education, and collaborating with government agencies, industry stakeholders, educational institutions, and research organizations has gathered talents to serve the "blue granary" and "rural revitalization" strategies, consolidated technical capabilities. It will provide certain reference and demonstration for the development of related majors.
